Nope. The cop has to make their own determination. They had no reason.
Soliciting prostitution is illegal, and so is purchasing drugs.
So if you walk around a neighborhood, you are either soliciting prostitution or purchasing drugs. How about getting some fresh air or doing what Bob Dylan was doing. He was reminiscing as he lived in that place when he was younger.
It is better to die on your feet than live on your knees.
