It's Rush Limbaugh's.. at least the state controlled media part.

For some reason he seems to use his other "state run media" more often.

I've never heard him say SCAM. Maybe SCAM is too antagonistic.. for the time being.

But let me add. Gibbs' daily press briefings are SCAM staff meetings.
