a key Democrat strategy is to strip out of the senate bill anything controversial that the house has already voted for.

Many felt that would be the case:

Pelosi would allow the Pubbies to load it up with amendments. Those amendments would be stripped in the Senate and Compromise versions.

Pubbies would be placated and the main bill would still get passed.
