It was created on August 4th, at 5:00:24 PM and then modified on August 4th, at 12:01:57 AM. The application used was Picasa 3.0. From what they are posting on DU, I believe it is a fake. There are no folds, or creases. The crest in the bottom left hand corner is not the same color as the rest of the paper. It also uses the same information as the ‘original’ Kenya BC. It's a very obvious fake.
