I'm no Photoshop wiz but I'm no amateur either. What I see when I look at your image and my copy of the same in Photoshop is a very strong indication that this was originally a layered document with the DEPUTY REGISTRAR layer on top of the SIGNATURE layer. If you are doing a fake document that would be a big mistake. So it is a red flag. I think the "correct" approach (from a forger's point of view) would be to have the SIGNATURE layer on top and then set a blending mode to overlay the DEPUTY REGISTRAR layer to provide a realistic image and then to flatten the whole document.
This is getting to be very interesting just when I thought we had been dealt a death blow. FR is simply an amazing place.

Good catch, E.G. On top of all of the other evidence ala Photoshop layering, this is a dead giveaway of fakery.
