So we’re in the same place that we’ve been with the HI BC - the authorities probably won’t release unless compelled by their own courts to release. What can one US attorney, and one US legal group do about that? Not sure if this will go anywhere.

I think establishing that was the system of recordkeeping and that the refered-to book existed/exists should be one of the first orders of bizness in the process. The first would be establishing it's provenance.
If it passes those two initial steps, the rest should fall into place much easier.
