As an example, laws mandating the tagging of livestock was to be voluntary, and confined to Cows and Poultry....today they demand the tagging of everything.

Based on some archaic judicial ruling, if they feel your personal “farming” affects commerce, the law may affect you.
That ruling was over some wheat farmer growing his own stuffs. Ruled one way then ruled another...you get the idea. Of course all our courts now follow precedence, not the real law so much.
