No where in Article 1 Section 8 is it listed that Congress has the power to create a federal police force including the ATF.

Perhaps the states should pass laws prohibiting the ATF, FBI, ect. from carrying firearms as LEOs except on Federal property as the states do not recognize their police powers with in the state boundaries.
