And yes, Congress makes the laws and SCOTUS interprets them.

Congress is restricted to making laws dealing with immigration and naturalization under the Constitution, as far as "natural-born citizen" status is concerned, RummyChick.

And, "interpretation" of this specific, legal term is not in the purview of SCOTUS either, barring a Constitutional Convention and Amendment.

Damn, why didn’t you tell Thomas Jefferson and John Adams who drafted the Naturalization Act of 1790 . Oops.

Oh well, and forget about legislative interpretation...OOPS...

I guess no one can define natural born citizen.
