Yes, yes. I can read complete crap and use cut and paste too. But that does not change the fact that the United States of America does NOT issue birth certificates.
What that “cut and pasted crap” says to me is that in 1961, the states that comprise the United States of America, including the state of Hawaii, used those race classifications for birth certificates. Thus, there would be no way that Hawaii, or any other state in the union, would have used “African” as a classification, since that classification did not exist.

You are missing the point. The USG sets the reporting parameters and defines how the data is reported so they can compile it nationally. I would assume that Hawaii would adhere to those standards. Today, it may be African, which is why I posited that the recently issued COLBs [secondary documents] use the term African.
