It seems to me that any police audios or videos are considered official "documents", i.e., public records. An exception may be that a tape is part of a law suit or trial and may be temporarily sequestered by judicial order. But that's not the case here....yet.
Any official considering withholding public records from public view may not relish some citizens nudging them with a Freedom of Information Act "order to produce" in their hot little hands.
