In other words, they have to pander to rapidly-growing groups that the Democrats will always out-pander to. They have to become more and more like Democrats.

Not really. They just have to point out that what they do, they do for everybody. When Reagan pulled us out of the recession, he did it for everybody. When the Cold War and the threat of a nuclear holocaust between the US and Soviet Union ended, they ended for everybody. When GOP policies succeed, everybody wins.
