Wouldn't many dealers be retiring due to fire, flood or tornado or all of the above?

Hmm... you might be right about that, but I’m not so sure.

How does the DOJ make sure that the “right” person petitions to get his gun back? I’ve gone through this. You fill out a form with basic information and they send you a document entitling you to pick up the firearm.

If they didn’t ALREADY have a record putting YOU and the gun together, then ANYONE could send that form in and claim ownership.

What am I missing?

What if the dealer had a retirement party and there was a shredder in the office and the records had a big "Don't shred this pile" sign near them?

I don't know about temporary closures. My understanding is the requirement to turn in their records is if they close permanently.

I have heard where in the aftermath of a hurricane or flood, records were "lost".

Well depending on what the conversation was if there is guns in a house that is on fire is kind of need to know for firefighters imo.

Though readily being able to pull up information as to exactly what they have is something they shouldn’t be able to do.

I could see where the FD might like to know just how many rounds are present and the approximate location of the stash.

Actually the FFL must keep the 4473 for twenty years, after that they can destroy them. Also, entering your SS# on the 4473 is an option, but not required. (I never do.)

Have you ever seen Red Dawn? That's the scene where the Cuban Colonel tells his Russian subordinate to go to the local sporting goods store where they've invaded in Colorado. They get the list of gun purchases to confiscate them.
