Does Obama know that often times there many ways to diagnose a disease and it has to be tailored to the patient, not based on cost?

There are many ways to diagnose heart disase, EKGs, Echos, Stress Echos, Nuclear Echos, CTs, MRIs, Cathlab, and many others. Many can be seen as redundant, but sometimes you can't use the cheaper test on a patient and need to use the more expensive one, even if it does the same exact thing.
