In all of my experiences...the IRS doesn’t make phone calls.
They send letters.

I’ve had letters AND phone calls. The phone calls were friendly and WHAT’s up?
I didn’t file (for a good reason) and they owed me money.

In all of my experiences...the IRS doesn’t make phone calls. My experience contradicts yours (but not recently, so policy might have changed). In any case, no need to discuss anything over that phone since it's not binding (on THEIR part).
