Just like Tennessee, the State of Montana also needs to pass a law like the federal law making it a state crime to infringe on someone’s constitutional rights under color of law. Better yet, make it a state hate-crime, with "enhanced" penalties.

Write the law so that it a crime to order someone to infringe on a Constitutional right too so the State can indict and issue fugitive warrants for the arrest of the bosses in Washington too.
