When the war on terrorism began, the task seemed straightforward -- deter, disrupt and destroy the terrorist network threatening the United States. Through the years, however, as our awareness of the nature of the threat has grown, our strategies have not kept pace. Being alot of my academic studies has been in terrorism or terrorism related areas, I would argue/out forth that there is not going to be one ultimate or coherent strategy that encompasses the totality of countering terrorism/international terrorism.
Each manifestation, whether state-sponsored terrorism, handling state proxies, non-state group or organization, or unaffiliated extremist/militant groups, are not the same nor should they be treated the same. In other words, what may have worked for or against one entity or problem may not work for or against another (i.e.: what worked against Libya may not work against Syria, etc.).
I am familiar with Ilan Berman’s work and he does raise valid questions concerning present U.S. counterterrorism strategies. That being said, so do other experts in the field. No doubt, I will buy his book for my own personal use being information of this sort is part and parcel of my field of study.
