I sat next to a Republican senator once at dinner and he had his hand on my inner thigh the whole time.

I'd bet this is a flat lie. Or maybe it's different for guys, but, speaking as a woman, if someone (man or woman) put a hand on my thigh without my invitation, he or she would be told to remove it instantly. That hand wouldn't stay there "the whole time" - it would be gone in a split second.

My thoughts too, as a guy. If the “invitation” wasn’t rejected, then what is he complaining about?
