I have a question on Illinois Gun Laws. I have a FOID card, of course, and I own a Stoeger Cougar 9mm. My dad is in town from Florida. He obviously doesn't have a FOID since he isn't an Illinois resident. Is there anyway he can accompany me to an IL shooting range and shoot with me?
Call the range in question and ask. If anyone knows they would.
Haven’t lived there in a long while, but when I did your father’s out of state driver’s license would have sufficed as ID for both purchasing long guns and ammo, as well as shooting on a range. There may be municipal laws that apply, but that’s how state laws stood back in the ‘80s.
I’ve been told by friends you must have a FOID card while at a gun range in Illinois. However, they are not legal experts.

It is excellent. Very comfortable. Full size that feels like a compact. Reliable. Easily to strip and clean. would be accurate except that I am still learning how to shoot. Mine has a front site that is a little off, so I plan to have the gunsmith correct it. But a very good gun.
Also had the P350 12ga pump, very nice...got a hell of a kick but great for home defense and you sure can't beat the price!

You will need to have your FOID card on you while transporting the weapon.
You should only need your FOID card at the range if you buy amminition there. Your membership and having your Dad sign in at the range are all that the range need require.
None of the four ranges I belong to (all in Illinois) have ever asked to see my FOID. All have insisted that I be a member, in good standing, of the NRA.

They will not even allow anyone without a FOID card to touch an unloaded gun. If state inspectors found out, the store/range would be in a world of hurt.
What part of Illinois do you live in?
That is definitely not the practice in Cook County. (They do encourage NRA membership and safety classes).

Go to the IL State Police Website for all IL firearm laws. It explains laws covering out of state gun owners.

It’s the shame of Illinois that you have to even ask such a question.
Call the State Police or a lawyer. It’s my understanding, and I’ve asked the same question of the police, it’s at the discretion of the officer on the scene and the local prosecutor, and that without an FOID you father in law could be prosecuted.
