." In 1915, it was clearly legal for states to issue such warrants without violating the U.S. Constitution.

Don't tell me about reading some cr@p written in 1915. YOU read the Federalist Papers (No. 44) where Madison says, that the clause I quoted was intended to protect the people from "the pestilent effects of paper money." (You might also read Vieira's
