THE cap-and-trade bill passed the House of Representatives shrouded in a fog of willful ignorance and calculated irrationality.
No one could be sure what he was voting for -- not after the 1,200-page bill had a 300-page amendment added at 3:09 a.m. the day of its passage. The bill is so complex and jerry-built that even its supporters can't know how, or if, it will work. And it's impossible for someone to know whether the motivating crisis, impending planetary doom, will ever materialize.
Other than that, it's a model exercise in thoughtful lawmaking.
The so-called Waxman-Markey bill's formulation was less traditional legislative sausage-making than an unspeakable practice out of "The Jungle." Its architects bought off every possible interest group no matter the policy consequences until they had a bare majority to slam it through the House sight unseen. (A physical copy of the final bill didn't exist when it passed.) Mission accomplished -- at the price of a ramshackle bill that won't succeed on its own terms, even as it imposes costly distortions and invasive bureaucratic controls on the economy.
The basic idea of cap-and-trade is that government establishes an economy-wide cap on carbon emissions and then creates emission credits, which companies can buy or sell. It's essentially carbon rationing designed to suppress traditional energy sources.

One thing socialists can never control is the level of motivation in those they seek to control. Socialist policies always lead to decreased motivation and decreased effort by the citizenry. Without that motivation and effort socialist governments are doomed to an ongoing series of ‘five year plans’ like in the USSR.

The basic ideaa of the bill is to make Al Gore and his buddies Billions of dollars. Dollars drained from the rest of society and dollars that go out but return nothing.

In re the headline on this thread: I guess 500 congress critters blovating in the well of congress has about as much chance of warming the planet as all the smokestacks and SUVs combined. I.e., if you believe the notion that CO2 has anything at all to do with our climate on earth.

I won't be happy unless this abomination is crushed decisively in a humiliating defeat for The Obama. It should never have gotten this far, and even if it loses, anyone who voted for it should be hounded out of office for malfeasance.
A local talk radio host in Albany, NY (WGY) had a discussion yesterday about the “CRAP and Trade” bill.
That much, huh? Our great-great grandchildren will be thrilled at what we did for them, especially while they working in the labor camps.
Has anyone heard of the provisions in this legislation which require all homes to be certified “green” before they are allowed to be put on the market? This includes having air-tight windows, energy efficient appliances, etc. etc. Should your house not be up to federal standard, you cannot sell it.

That's a great line - and damned near true.
Look: I did a little research on the subject and here's some of what I found:

Answer = 0.038%.
That's not a misprint. The Earth's atmosphere is composed of 78.08% Nitrogen, 20.95% Oxygen, 0-4% water vapor, depending on location, less than 1% Argon, and 0.038% carbon dioxide.
That's not all, however. Here's another question for you:
What percentage of carbon dioxide is introduced into the atmosphere as a product of man-made activity? I won't make you scroll this time:
A: Approximately 3.0%.
So, in essence, what we are talking about with "Cap and Trade" is a proposal that will cost trillions of dollars and millions of jobs, permanently reducing our standard of living and restricting personal freedom....
...in order to reduce a gas whose man-caused component represents 0.00114% of the atmosphere.
Oh, by the way: the goal is to reduce man-made CO2 by a whopping 0.05% - so, in sum:
We're about to destroy the American economy and our standard of living in order to affect 0.00000057% of the atmosphere.
Sounds like a really smart plan, huh? Are we out of our minds?
