In many of these latin American countries, the local dictator has to, more or less, have a super giant hat in order to gain the respect of the armed forces. I mean, the guy's hat was probably an extra to extra extra large, but it just wasn't big enough to cut it. He needed one of those humongous Styrofoam hats to gain the military's backing.
