Wisconsin officials on Friday reacted with disappointment and outright disdain for General Motors' decision to put a new small-car assembly line at a plant in Michigan rather than Janesville.
Officials ranging from the governor to economic development officials in Janesville were wondering out loud whether the state had been used by GM to squeeze more incentives out of Michigan, the eventual winner in the competition that also included a plant in Spring Hill, Tenn.
After hearing from GM on Friday, Gov. Jim Doyle issued a statement saying he was "deeply disappointed" that GM hadn't chosen "a very strong package" offered by the City of Janesville, Rock County and the state.
"I do not believe that Michigan matched us," Doyle said. "I certainly hope that we were not used to simply leverage more resources from Michigan."
Tim Cullen, a retired state legislator and member of the Janesville School Board who was appointed by Doyle in 2008 as co-chairman of a task force aimed at saving the GM plant, said much the same.
"I'd be more inclined to think that we were used," Cullen said. That's because the reasons cited for not choosing Janesville - it doesn't have a stamping plant, it would be extremely expensive to retool the plant, among other reasons - were known at the beginning of the process, he said.
"It's really sad and disappointing," Cullen said.

Janesville is a quite old, multi-storyied, dual assembly lined, far from the interstate plant. Orion is a relatively new, single story plant closer to suppliers, customers and management.

Id bet they were playing all three states off of one another, and MI caved first.
This will be very interesting in the future when few jobs are created, the plant FAILS anyway and the taxpayers are stuck with a huge bill down the road based on what Grandholm promised.
I didnt WANT WI to win this contract for the very reasons stated above.
(And TN is obviously smarter than MI or WI combined, LOL!)

Seriously, I wouldn’t think I would reach a point in time when I would cheer against more jobs in WI. But, it looks like MI put out $1Billion for this plant, which will employ 1400 workers. That’s just insane. But, maybe that’s GM’s new business model...secure the profits upfront from any state gullible enough to fall for it. Besides, once this “small car” goes nowhere GM can start shaking down the state again to not eliminate jobs.
Only if they take that crap hole Madison with them.
