I appreciate your effort to find that but we need to find out exactly what law this apply’s to.

Say one of these indictments is handed out to a Sheriff who is crazy enough to arrest Obama.
take it one step further and say that he can actually serve Obama and take him into custody.

Who can / would prosecute it?

Is it any State Supreme Court?
is it only a Federal Court?
Is it a “special court” since the indictment may require a special prosecutor?

There has to be a basis of law that it takes it’s power from somewhere.

The basis of power is rooted in the Fifth Amendment. The Supreme Court has addressed its validity. Leo Donofrio calls it the Grand Jury theFourth Branch of Government. I don’t have all the answers to your questions, but I will continue to search.
