It is an encroachment on women's rights and the ultimate symbol of suppression. It has no place in the western world. IMO there is a major difference between a simple head scarf and a full burka.
If there's an encroachment there must be one who makes women wear that. Are you sure that that's the case not the internal motivation of such women?

Such argument is applicable to many things (sun-glasses, masks, containers with liquids, kitchen knives) it's a question of one's fantasy. If there's a REAL problem with the banks, burkas can be banned in banks, not in the street.

As far as the banks go, you are then in favor of a woman removing her burka before she goes into a bank, and putting it back on before she goes on the street? Is that your solution?
