You raise a very significant question.
Hacking is only effective against an enemy that is Internet / computer-interconnect dependent, like the US.
It would be useless against, say, Uganda.
China certainly uses lots of computers, but how interconnect dependent are they?

Hackers be hackers. Trust me all their computers are interconnected. State control guarantees this. Is our government doing their best to infiltrate Chinese computers? Not something we hear about. As a hacker from years past
I would hope we are into their systems big time.

Supposedly China is using IPv6 while we still rely on IPv4. This makes it a bit more difficult to trace back from the IPv4 side.

They know about it but they don’t have it.
It has to do with the address translation from IPv4 to IPv6. Its easier to trace IPs from v6 to a v4 network. Going v4 to v6 is more difficult.
