Or, he has no political motivation to release his birth certificate because nobody cares about the issue except for a tiny group of people who would never vote for his re-election to begin with.

Such a motivation would only exist when either a.) large swaths of swing voters suddenly care about this (unlikely) or b.) enough of his opponents are raging about this, at which point he can whip the certificate out to make all of his opponents look like fools.
