I think it’s saying that there is no birth certificate... Only electronic data.

Sounds like a CYA article to me. IOW, “we can only produce what we have on record.” It could be a way of saying “You are looking in the wrong place.”
I was adopted my my stepfather when I was 6. My BC does not have any indication it is corrected or amended.
Obama’s could very well be “real” in that it is the current legal one, but does not reflect that any changes, amendments etc. made.
