This was leaked in order to prepare people to be outraged. When Obama actually does his speech, he will prescribe something far less controversial and in comparison to the leaked proposal, it will seem much more reasonable.

For plenty of reasons I don’t think I need to go into here, giving up half of Jerusalem is not an option for Israel, and I doubt even the considerable leverage we have there will be enough for any Israeli leader to commit political and potentially national suicide. Getting the Arabs’ hopes up on this issue isn’t exactly going to help chances of peace, especially since it looked like we were making progress towards getting most Arabs to accept that hoping for the recovery of Jerusalem was futile. He just set the “peace process” back at least a decade.
