Having a fine or best record - doesn’t imply perfection....

No doubt there were many more than Murtha....
I simply believe there were less violations of the integrity of the system in the Corps....
The procedures and criteria was VERY specific and religiously adhered to in my experience.... Often too much so, in my opinion.
