And now that I've read how many people were coming, it does seem rather ridiculous. I still suspect a disgruntled neighbor got this whole thing started because they either didn't like the cars or the noise.

I was in a Bible Study of this size for over a decade and we met in private homes with no incident but we also moved the venue around so the ladies would not get weary of hostessing. This was a "marrieds" group so there was maybe 4-5 cars. If you had a "singles" group where everyone drove themselves, it could create a problem.

The official didn’t HAVE TO reference traffic issues. That’s what the Major Use Permit process is supposed to address, in addition to noise, signage, etc., even fire safety (you probably are not allowed to cram more than 50 or 80 people into a home according to the fire marshall - the process would set an upper limit to how many people may attend one of the bible studies at one time).
