California cities, counties vow to fight state over budget tactics

Arguing that the state is nickel and diming them to oblivion, leaders of California's financially beleaguered counties and cities say they plan to fight back.

They suggested Wednesday that talks should begin on how to more equitably restructure government financing.

"The governor and Legislature can't solve this problem by themselves," said Yolo County Supervisor Mike McGowan. "The top-down approach has not worked."

Their rancor follows daily assaults on local financing, including:

• A state plan to borrow $2 billion in local property taxes from localities.

• A proposal to divert $744 million from the local share of gas tax funds.

• Calls to divert funds for courts and mental health services.

• Concerns that the state will fail to reimburse counties for putting on the recent $100 million special election.

• And, anger over a bill that would require local governments to get state approval before seeking bankruptcy protections.

The League of California Cities, the California School Boards Association and the California State Association of Counties are expected to meet in July to talk about state government reform, including financing.

A proposed constitutional convention, the first in more than 130 years, is likely to be discussed.

The issue is really getting SPENDING under control. Something the liberal legislature has never wanted to do. MORE TAXATION is their solution to everything which includes ALL OF THEIR EXCESSES. How about the $15 BILLION per year they GIVE to illegals to medicate, educate and feed them in Taxifornia???

Revenue is not a problem if spending was done responsibly. Twenty five years ago, Taxifornia was the most prosperous, efficiently run, best educated state in the country. That was when we had RESPONSIBLE CONSERVATIVE GOVERNMENT.

Socialism always fails and leaves a trail of damage that will take generations to repair.

1. Immediately freeze all spending, salaries and hiring.

2. Cut teacher and other state pensions by 10% except for retired police and firemen.

3. Cut off all aid, checks, and benefits for illegals.

What has to be done is so obvious.

They just won't do it.

The Dems in Sac. will not go to a Flat Tax. They want all the non-productive voters to be hemmed into voting for more and more socialism. Even Arnold does. So frankly, I , who have lived in Ca. since ‘62, want all cuts to really hurt. Hurt all the handouts. All the illegals. In every area of the state. I want the Leg. to whine and fail. I want spending to be cut on all welfare, give aways. Those chickens really have come home to roost.

It is an implosion. And it is going to happen; I doubt that right now California could pass a budget with deep enough cuts to be balanced with the serious shortfall in revenue. And if they even tried, the cities will explode in violence. They all know it, and have become paralyzed with political fear.

The sad thing is, anyone with common sense saw this coming decades ago. Worse, it is a precursor for our entire nation. California is just ahead of the curve. But rather than take this as a warning and make changes, our national leadership is hell-bent on following California’s lead.

What was that definition of insanity again?

I’m in California and have been warning people since 2003 that this is coming. Two years ago I said “watch out, the games are up and it is real now.” Well, in 2 months, it is real. I don’t see how the State is going to avoid defaulting on its debt. I really don’t.

And there is nowhere to go but to deep cuts in spending. No more games.

This problem is fixable, easily fixable, and the likelihood is that the budget will be fixed with deep cuts over a number of years. Of course, this could mean short term insolvency. Ugly.

Will the voters or politicians really learn their lesson this time? Nah, I doubt it.

We are so screwed.

CA has never dane a requirements analysis on government, nor have they conducted an honest assessment of the level of government spending that is tolorable.

By the same token, they refuse to balance environmental concerns with commerce.

Like all projects that fail in this, they are doomed to fail.

The libtard legislature is not interested in the truth or facts. All they want is power over the new Socialist paradigm and they understand how to usurp that power from a naive, apathetic, ignorant, immoral electorate.

Of course this is doomed to fail. I can only hope the idiotic electorate wakes up as a result of the inevitable failure, rather than surrender all of my remaining freedom and sovereignty to government fascists.

Have you asked your representative, how moch of your money does he feel entitled to?

Because the answer looks like, all of it.

You might want to start there.

Why not go the other way, and ask (pass a ballot reforendum), why the state can’t be limited to 10% of the state GDP, for both income and spending?

If 10% is enough for god, is it not enough for CA?

Do that, and all your problems go away.

Sure, the idiots will still argue over who gets the money, but who cares. All they get is 10%.

That would halt about 75% of CA government spending.
