I don't see why putting the B.C. out would be any violation.

I formerly had a Top Secret security clearance. A government document has to be classified or a privacy concern before there are laws pertaining to its use and dissemination.

I could throw up a URL of my birth certificate online and nobody would or could charge me with any crime.

I might make myself more vulnerable to identity fraud, but I don't think many people are going to try identity fraud using the name “Barrack Hussein Obama”.
