Does anyone know anything about this? I got it by email from a friend who is usually trustworthy, but I have never heard of the website where she found it. The site is designed to look like an official government website, but it isn't. I would like to know if there is any truth to this "document" or is it just hearsay? If it's true it should be made public knowledge, but I'm inclined to believe that it isn't true or else some pro-Israel Republican in Congress would have raised a ruckus about it long before now. Or maybe someone did protest but the MSM didn't bother reporting it?

No such bill has passed. There is no legislation with that number. The link to the “federal register” is a phony one. All government website links end with .gov. The one below is a .com link (an it has advertisements on it!). Here is a link to the real federal register. Also, a link to the Library of Congress Thomas website where you can look up all legislation, passed and proposed, and find its status. I suggest you bookmark them.

I think the seed of this is last year’s refugee act, which allows certain Iraqis to come here and be granted asylum. So far there have been about 3-4,000 allowed in, and apparently the number they are looking at is 20,000. Which I think is a simply horrible idea. Some of them are in fear for their lives for having helped us, such as interpreters, but I am sure the vast majority have not done anything that would earn them a free pass into our country, and no doubt some would be coming with bad intentions. We have more than enough Muslims as it is.

This looks to be the same thing from a government site:
http://edocket.access.gpo.gov/2009/E9-2488.htm.
I would note that this "Refugee Assistance Act of 1962" was undoubtedly passed with the refugees from Cuba in mind. Any analogous treatment of non-Christian refugees from Gaza with the refugees from Castro's gulag is obscene.
