It will happen, albeit if not this way then something less obvious but just as destructive.
Did he actually qualify it as "Bank Bailout" money? He's pretty much committing the money from elsewhere, IMHO.
Who knows what they will do before they will take a look at this problem:

Singapore does something like this already. Fines for all the petty annoyances by impolite people. However, because they also rarely use caning, and execute drug dealers, nobody notices signs offering fines for things like urinating in elevators.
They also have “appearance” laws, such as signs like “Men with long hair will be served last”.
Singapore also has some of the lowest income taxes in the world (maximum rate is 20%).
Why worry? Nancy will get Obama to save the Dem voter base.
