Back in the 60s when I worked at an auto plant in Ohio, there were always low tax Kentucky cigs on sale out of car trunks.
And this was trading on just a few cents a pack difference back then.

How about eliminating the obscene taxation on tobacco products?
I’m not a smoker, but it was a given that organized crime would enter the fray at some point.
There was a town just south of Canada about twenty years ago. The town (perhaps state) decided to increase the taxes on cigarettes by about a dollar.
Organized crime stepped in and created a very unsafe situation with people getting killed. They were smuggling tobacco products over the border, across a river. The tax was rescinded. The problem vanished.
