SACRAMENTOThe decisions facing California voters next week are all about the state's precarious finances, but Tuesday's special election also is shaping up as a watershed moment for Gov. Arnold Schwarzenegger. If voters approve the confusing package of measures he helped craft, it will help build Schwarzenegger's case as a government reformer. If voters reject them, as they appear likely to do, the Republican governor will find himself in a position he could not have imagined when he bolted from Hollywood to the state's executive suite nearly six years ago.
In that case, Schwarzenegger will be forced to spend much of his final year-and-a-half in office struggling with the same financial woes that led to the recall of his predecessor instead of enacting the sweeping policy changes he once envisioned.
Polls show voters are inclined to reject all five budget-balancing measures on the ballot. That may have as much to do with the record-low approval ratings they've given Schwarzenegger and state lawmakers as it does with their opinion about the propositions' ability to solve California's persistent budget problems.

He was elected by promising to “blow up boxes in Sacramento.” He didn’t do what he promised, and now, it’s blown up in his face.
Arnie is a blithering idiot. He has spent and borrowed and spent like a drunken sailor (apologies to sober sailors) and now he’s getting the hangover he thoroughly deserves.
The only trouble is that he’s probably finished the job of wrecking the Republican party in California for the next thousand years. He is WORSE than Gray Davis.
Arnolds legacy is increasing spending by 40% when population grew 7%; leaving the State bankrupt, unable to sell its bonds, its social services and infrastructure overwhelmed by illegals.

As a former drunken sailor, I can attest that when the money ran out, the spending stopped.
He actually spends money like a drunken admiral.
The financial mismanagement is so bad that the outcome of Tuesday's election does not matter.
Win or lose, the state will still be insolvent and there will be a need for another emergency, legislative session leading to more initiatives.
The failing economy simply has accelerated the exodus of business from California and there simply isn't enough tax revenue to support even a modest social program.
Actually, you would properly apologize to the drunks - at least they spend their own money, not yours.
Arnold is so needy when it comes to wanting approval, I wonder if he’ll just resign when he’s forced to make lots of unpopular decisions.
