$17 billion sounds more impressive than $3.4 trillion.

The general public has a difficult time conceiving what a billion is. They have even greater difficulty conceiving what a trillion is.

How much of this proposed $17 billion cut will actually get through the Democratic Congress? It will probably turn into a $100 billion increase.
