They don't have to spin it if they never talk about it in the first place. Rasmussen's Approval Index poll is never quoted. News organizations only report their proprietary poll which is almost always an overall approval number.
Clinton's negatives were through the roof during his tenure, but were never reported. But, his 60%+ overall approval rating is quoted constantly.
When has MSNBC, or any of the rest of the media cabal, ever tried to "spin" anything negative about Obama or his administration.
In their opinion any negative polls or pronouncements on Obama's administration simply don't exist!!

Yah, Bush had a negative 30 — 14% strongly approve, 44% strongly disapprove on Rasmussen on Jan 5, 2009. Just Googled it.
