If you look more closely at Posner's/Landes' numbers White doesn't come close to Powell, and in between the two you have Whittaker, Kennedy, Harlan, Vinson, Burton, and Minton.

So while the methodology may be incorrect, this methodology doesn't even make it a toss-up.
