Perhaps, I suppose a state could legalize murder if it wanted to.
However, Romney’s past, emphatic support of a “woman’s right to choose” is not a “states rights issue”. Roe v. Wade robbed the states of the authority to pass laws against fetus killing, and invented a “constitutional right” to abortion.
Honestly, I think any voter, whehter pro-life, or pro-abortion, anti-illegal or pro-amnesty, pro-gun or anti-gun, should be disgusted by Romney. His record shows he take any position, on any issue, if he thinks it will help get him elected.
There is the 10th amendment..
