NEW ORLEANS -- More than three years after Katrina stirred up the waters and washed out levees along a 75-mile, man-made shipping channel dubbed "hurricane highway," a judge could soon decide whether the Army Corps of Engineers owes residents and businesses damages because of the massive flooding.
Arguments are set to begin Monday in the trial, which will be heard and decided by a judge, not a jury. And much is at stake: If the five residents and one business in this initial lawsuit are victorious, more than 120,000 other individuals, businesses and government entities could have a better shot at claiming billions of dollars in damages.

Didn’t Louisiana have a commission or something similiar that was supposed to maintain or keep-up those levees? I recall hearing how the members of it wasted a bunch of taxpayer dollars on things like trips, etc.

Every parish controlled their portion of the levees. It created a bureaucratic nightmare for the Army Corps of Engineers.
This trial in not about the levees but it is instated about the Mississippi River Gulf Outlet which was built by the Feds despite opposition from local officials.
I lived in NOLA for 8 years
and worked with the Red Cross during Hurricane threats
We knew full well what the wrong Hurricane,
coming from the wrong direction,
at the wrong time could do
There is no effective defense against a sufficient force Hurricane
No one is the blame for that
except those who chose to build their castles on shifting sand

If that is the case, why is it that the Corps of Engineers has accepted responsibility for the levee failures?

This is not a suit against the Corps of Engineers. The Corps of Engineers has no money, it is a suit against the taxpayers. If the Corps loses it should be shut down to protect the taxpayers who were in no way responsible for the mess. The people who wanted that channel were the the people of New Orleans. They got taxpayers to pay for the channel that benefited only them, now they want to money from the people were forced to pay for the project they got for free.
Uh.. New Orleans is at fault for the levees not holding up.
Their corruption and diverting funds set the stage for the disaster.

No, the Mississippi River Gulf Outlet in not in the Orleans Parish or the City of New Orleans, but rather in St. Bernard Parish.
And when MRGO Was proposed the people of St. Bernard Parish objected to its construction.

My family is from NOLA and I have lived there quite a bit.
When MRGO Was proposed, it was opposed by St. Bernard Parish, the state and the Port of New Orleans as well as some environmental, sportsman and fishery groups. However, the Feds forced MRGO on the locals.
BTW-Thanks for the map you posed. It illustrates the funnel effect that MRGO had for the Katrina storm surge. The Gulf, MRGO, the ICWW and into the the City.
More devastating is the loss of the wetlands down in Plaquemines Parish. I used to fish and shrimp down there in the 1980’s and there was plenty of wetlands, today it is nothing but water.
My guess is that the people are not going to get all that money, but the court will rule that the Corps was responsible.
As it is, the Corps of Engineers has already admitted responsibility for the failure of the levees. And making the case that MRGO was a large if not the primary factor in the flooding of New Orleans and SB Parish will not be all that difficult.
