Not a myth at all. There are plenty of gunshows that allow on premises, private party sales without a NICS. Here in Virginia, it's common to see people walking around with a rifle or shotgun and 'for sale' sign slung over their shoulder.

Just to clarify, that's a common sight at a gun show. Not so common everyday on the street.
