Assuming 15 round mags, that’s 7 magazines with two already loaded, meaning 5 reloads. 2 seconds per reload is reasonable for someone moderately practiced and motivated. Fire 2-3 rounds per second, semi-auto with not much concern for accuracy in a fairly crowded area, takes 30-50 seconds for 100 rounds. 10 seconds for reloads, 50 seconds to fire, nothing special.
So yes, 98 rounds in one minute is entirely doable with a little practice.

I agree. And I haven’t seen this maniacs mags, but the VPI shooter did have a couple 9mm 30 rounders.
A 9mm and a .45. He must’ve had a ton of Magazines. I doubted if he had time to reload Mags.
If he had used just one weapon with several high capacity mags, I MIGHT think it possible.
Juggling two different weapons of two very different calibers, well, that stretches credulity.
More likely, the cops said something offhand, and the technical idiots in the press twisted it into a good, flashy headline, facts be damned.
Trust me: it really isn’t that hard. What he did amounts to just pointing vaguely in the desired direction, pulling the trigger as fast as possible, and reloading when empty. He wasn’t trying to be particularly accurate. It doesn’t take much training, just basic familiarity with operation.
Being _accurate_ with each shot in that time, which he wasn’t, takes more deliberate practice, but still isn’t that hard.
In NY, 15-round mags are illegal. I know this because I have to unload my 12-round mags if I return to NY after being on active duty.
I’m sure this will be an excuse to ban semi auto weapons but I could come close with a single SW 45acp revolver with full moon clips. My finger would get tired but reloads are fast.

One reasonable extreme case would be 2 8-round mags for the .45, and 9 10-rounders for the 9mm. Two mags would already be loaded, requiring 9 reloads. Assuming a reasonable 2-second reload time, that’s 45 seconds. The math doesn’t work out to fit in 60 seconds, so that probably wasn’t the case.
Other reasonable extreme case would be 2 10-round .45 mags, 2 33-round 9mm mags, 1 10-round 9mm mag, and 2 rounds already chambered plus 2 mags already inserted. That’s 3 reloads at 6 seconds, 54 seconds to fire, for less than 2 rounds fired per second - very doable.
Most likely case I detailed earlier, which is also emminently doable.
Run the math, people. The numbers sound extreme at first, but it works out without requiring unusual equipment or skill.
Correction: 15-round mags made after 1994 are illegal in NY. Ones made prior are still entirely legal, and there is a healthy open market for them.
I know this because I studied the relevant laws in great detail throughout the history of NY's AWB, lived with that law for many years, and bought a number of such mags from stores that would have been long closed & owners jailed if doing so had not been clearly legal.
Go to the range and try it yourself. Remember, accuracy is not an issue - speed is.
I agree, I’m calling BS too. I think the “officials” are using this to say that even if we had waited only 5min, instead of an hour or more, there was nothing they could have done.
I would wait to interview some survivors, before I took the official line of 98 shots in the 1st minute.
3 33 round clips for the 9mm.
1 8 round clip for the 45.
Empty the 45, drop it, Empty and reload the 9 mm twice, 98 rounds shot with rounds to spare.
