When I read about a U.S. citizen taking English classes after living in this country for 28 years, I find myself wondering if the guy knew that his prospects for employment were fading fast.
It's worth noting that this guy was something like 41 years old. So if he was living here for 28 years he arrived here when he was 13. And he still didn't speak English?
Something about this whole story seems odd.

The article just said he was "taking classes". It's possible he was taking something other than English classes, like perhaps a resume-writing class.

Here in the Midwest where I live the routine is like this one of them who speaks good English gets a job then when the opportunity arises they inform their family of that job opening, after 4 or 5 years you have a group of them and some speak English and some don't when eventually happens is one of them will become a crew chief or lead person because they are the one who speaks THEIR language. I have seen this happen to many times.
What was hilarious to watch one year we got a bunch of Africans students come into the factory and one of these guys who spoke real good English was their groupleader and when the Africans began to speak either French or Swazi this group leader swore up and down that they were conspiring to slow the line down. I just had to laugh because when he got in his group all they spoke was Vietnamese.
