Because Obama is only an ordinary Muslim while King Abdullah is the custodian of the two Holy Mosques. He has to show some respect.

I stop watching the video when the lady said, “Fat Potato” in less than fifteenth seconds after he bowed. Something got lost in the translation.
However, him bowing so low to a Muslim leader was a signal. It has been suggested that Muslin’s leaders are about saving face, this signifies that United States surrenders and will yield to their concessions.
The King granted him 3 new wives of his choosing, so Obama was just thanking him.

The king is sticking his hand out to shake hands when Obama bows...is what I see.
Maybe he thought Barney Franks was in the room and he did it out of habit.
