Well NK does have a few in their pocket, but the quality control isn't the best. However that only works if Japan doesn't have a few of their own. A situation that they could rectify in a few months (defense department estimate 4-6 months to a deliverable bomb) if they feel threatened. NK shouldn't be threatening them as it only makes their situation worse.
