"The officers immediately told the individual to put the gun down while drawing their firearms," Dyer said this afternoon. "However, the suspect refused to drop the gun and in fact pulled the gun out of the holster while stepping back and at the same time pointed that gun in the direction of the officers."

A great line at the end of the article.
"It's been pretty quiet around here for a while," said one woman in a downstairs apartment who declined to give her name. But her next-door neighbor, who also didn't want to be identified, said the apartment complex has its share of trouble.
"This place is off the hook," she said, gesturing toward her neighbors. "When the weather heats up, so do all them."

Be interesting.
There was no reason for him to draw on the police that I can see.

The area where the shooting took place is a pocket of Obama blue.

Update:
Remember something also here, this guy had been driving just prior to the shooting. His B/A was damned near .30 !
"Stephen Willis, 23, had a blood-alcohol level of .29 -- more than three times the legal limit for California drivers.
Coroner David Hadden said at that level, Willis might well have had several impairments, including a decreased sense of pain and exaggerated feelings of grief, anger and fear."

"The coroner's office said Stephen Adam Willis' blood-alcohol level was 0.29 when he was shot by Fresno police officers early Saturday. That is three-and-half times the legal limit of 0.08.
Coroner David Hadden said marijuana also was detected in Willis' blood. He said the marijuana portion of the test has not been completed.
