Everyone should get a 1040 tax form. Scribble a big zero on it with a note to "Please consider this my application for the US Secretary of the Treasurer" and mail it to the White House.

mailing to the WH is OK, but if you want really fudge things up, everyone should mail their tax returns to the same IRS location, with a cover 1040 as described.

I have a better idea: do exactly what you propose, and send a payment for a couple grand with a note saying, “please accept this payment in lieu of the anticipated fine.”

You’re probably right. So maybe a PS is in order: PS, I just got over here via the Rio Grand. That way, they’ll never bother you, give you a Medicaid card and probably hire you.
