Doesn't there have to be a legal/justifiable reason to revoke the permit, and not just a whim of the Sherriff?

Otherwise they could/should challenge it in court.

Nope! In states where they have "shall issue" CCW laws, then you're protected against the whims of the local politicians and the sheriff. CA isn't one of those states. And the sheriff is the chief LEO in the area, usually the county. So whatever the sheriff decides is "the law."

Never mind the question, should people need a permit to carry a gun in the first place? I always thought the Bill of Rights was just that, not the Bill of Privileges.
